A consent banner is not a piece of furniture, it is a switch, and almost every banner we are shown is a picture of a switch with nothing wired to it. Somebody added a bar to the footer, the tags kept firing on page load exactly as before, and the accept button set a cookie that nothing reads. The banner asks a question it can answer for

Categories the visitor can actually act on, with the strictly necessary set named and separated, and no pre-ticked box anywhere on it. A banner that offers one button is not collecting consent, it is announcing a decision.

Nothing fires until the answer comes back

Analytics, ads, chat, embeds and heatmaps stay held until the visitor has chosen, and a refusal is as fast a path as an acceptance. This is the step most banners skip, and it is the only one an auditor can see from outside.

The decision becomes a record you can produce

What a marketing manager asks before running the Consent banner

Does this write my cookie policy? No, and it never will. Cookievo runs the banner and keeps the record of what people chose. Do I even need a banner? I am a small US company. That is a question about who your visitors are, not about how big you are. The State of California sets the thresholds in California Civil Code § 1798.140(d)(1)(C): they attach to a business that buys, sells or shares the personal information of 100,000 or more consumers or households, or that has annual gross revenues above $25,000,000, or that derives 50 percent or more of its revenue from selling or sharing personal information. The EU rules attach to whoever you serve there. Read the thresholds and decide; we will not decide it for you.

What happens when somebody changes their mind? A withdrawal is written as a new record against the same visitor rather than as an edit of the old one, and the tags stop on the next page load. That matters because the question a complaint asks is never what the setting says today. It is what was true on the date they say they refused, and only a history can answer that.

We already have a banner from our tag manager. What changes? Usually two things. The tags stop firing before the click, which is the difference between a banner and a picture of one; and the answers stop living only in the visitor's own browser, where they are gone the moment somebody clears their cookies and you have nothing to show.
